Warehousing and Storage

Warehousing is clearly a national effort to conserve food-grains. Warehousing of notified commodities primarily food grains, proper storage and upkeep, protection from bad weather and rodents, besides natural decay are essential for the development and growth of agricultural industry. Post-harvest losses account for about 10% of total food grains due to unscientific storage, insects, rodents, micro-organisms, birds etc. PSWC assumes the responsibility for storage, handling and warehousing of notified commodities including agricultural produce, industrial raw materials, finished goods and variety of hygroscopic and perishable items by offering warehouses as scientific storage structures especially constructed for the protection of the quantity and quality of stored products with its trained personnel. At PSWC’s warehouses, the produce stored is preserved and protected against rodents, insects and pests, and against the ill-effect of moisture and dampness. The provision of adequate and proper scientific storage facilities for food grains from the time of procurement till their distribution is an important function performed by PSWC. PSWC has taken important measures for creation of warehousing facilities in the State. As a result, a large number of warehouses have been built throughout the State in all important rural and urban centres including creation of rail-side warehousing facilities to provide a cost beneficial and efficient storage service to the trade under single window concept. PSWC, also helps in preventing distress sales for immediate money needs or because of lack of proper storage facilities. It gives the producer holding power; he can wait for the emergence of favourable market conditions and get the best value for his product.

PSWC has taken over the concept of Silos in order to switch over to the bulk handling and storage of food grains located at strategic points near the production and consumption centres in a phased manner. Silos are tall and massive structures with huge storage facilities and facilities for mechanical handling. As a result, the losses arising out of handling are reduced. Handling charges, too, are brought down.

Procurement

Procurement of foodgrains had been allotted to PSWC by the State Govt. w.e.f. Kharif Marketing Season’1993-94. Thus, PSWC undertakes the procurement of food grains on behalf of State Govt. where it has been entrusted with this responsibility either as a sole agency or jointly with other public procurement agencies. PSWC has been declared as a procurement agency for procurement of food grains including wheat and paddy. In pursuance of the policy forwarded by Central/State Govt., PSWC purchases paddy/ wheat from market/mandis as notified by State Govt. at price fixed by the Govt. of India (MSP - Minimum Support Price). The paddy so procured is given to rice sheller (miller) for the purpose of milling and the subsequent delivery of manufactured rice to FCI in the account of PSWC as per agreement with the millers. Wheat, on the other hand, is stored in its own godowns or directly delivered toFCI in the Central Pool.  PSWC also undertakes massive price support operations for foodgrain on behalf of the State Govt. to protect the interests of the growers. It prevents distress sales by ensuring to the farmers, predetermined procurement/minimum support prices. It also handles huge stocks of food grains procured for the Central Pool. PSWC purchases food grains from producers during both the seasons, directly or through purchasing agents, and from millers under various arrangements of procurement determined by State Government.  The quantities procured in different years by the PSWC are shown in the following graphs. A glance at the procurement of food grains by the Corporation would show the vital and effective role it has played in the State economy.

Paddy & Wheat Procurement Process

Containerization

Containerization is the practice of carrying goods in containers of uniform shape and size for shipping in international trade. PSWC had pioneered the global concept of containerization in Northern India. PSWC is operating non-railhead ICDs/CFSs as Common User facilities with Public Authority status equipped with fixed installations to offer permitted services for handling and temporary storage of import/ export laden and empty ISO containers carried under Customs’ supervision. At these ICDs/CFSs, ISO containers are stuffed/de-stuffed and exim cargoes are aggregated/segregated or consolidated/de-consolidated into/from ISO containers for transport (multi-modal) to their next destination by road or rail. PSWC has one Container Freight Station (CFS) at Ludhiana and four Inland Container Depots (ICDs) at Chheharta (Amritsar), Jalandhar, Bhatinda and Dappar (Dera Bassi). At Dappar, PSWC function is collaboration with CONCOR to offer logistics support to the containerized trade.


Consultancy

PSWC provides technical and scientific assistance in the modernization of storage, warehousing and allied services. The service includes the conduct of feasibility and techno-economic studies, management systems and optimization studies, and market surveys.


Modernization and up-gradation of PSWC godowns

  • Replacement of Old Asbestos sheet roofing of godowns of 24.0 Lac MT capacity with Galvanized Iron profile sheet roofing in a phased manner.
  • Providing RCC roads in godowns in place of existing dry brick on edge paving roads. With the arrival of new heavy trailors which carry heavy loads, the existing brick roads are not capable of handling load of these trailors.
  • Upgradation of old damaged flooring of State Warehouse.
  • Providing water harvesting and drainage system in godowns for drainage of rain water, avoiding deterioration of roads, preventing damage to stocks in case of flooding and recharge of fast depleting ground water level.
  • Construction of new District Offices by purchasing land from Govt./Govt. Agencies wherever owned land is not available along with provision of furniture and fixture.
  • Re-construction of existing brick masonry fallen boundary walls in warehouses by using RCC columns and beams.
